Who do you lhold accoutnable if the landlord is the Asbury Pak 
Housing Authority or a real large corp. 

What works even better is strict, uniform enforcement and fines until 
the tenant and landlord BOTH get it.

Often it is not the landlord that overcrowds, but the tenant. Most 
towsn require a certificate of occuppancy  - on which you have to 
list the names of all tenants - the landlord/mgmt co signs as does 
the tenant. Once that tenant moves in, it takes along time to get rid 
of them through landlord/tenant court. It's being a responsible 
landlord to begin with and knowing your property. You NEVER know your 
tenant - just hope that they are respectable, law abiding and pay the 
rent.


Overcrowding can often be tied to the the costs of housing in the 
area.
