If it can't be managed, it should be shut down. Let the police focus

The ability to demolish a ratable should be eliminated.
There should be a phase in taxes on vacant land - or a demo permit
equal to a % of the taxes over a five year period, with a credit given
once a new ratable is built. No new ratable - fully taxed at rate of
demo'd property after 5 years.
