Chargeback for "excessive" police calls. Take the "cost per call" and
charge back to property owner/tenant(s). If a fine results, the fine
should include these costs as well.
A parking ticket is "profitable" to issue.
An arrest for failure to show or other muni crime may not
be "profitable".
