I think I know the answer.
Concrete pads, plumbing and electric all run are not temporary. Those
are permanent. The units are not self contained.
Atlantic City has sings on their BW as well - not to feed the cats as
they are under a special program.
No signs about not feeding the homeless sleeping on the beach or
benches though. And yes there were and are - right in front of the
casinos.
