There are many resources out there for people that need home repairs.  
A lot are income based.  One that immediately comes to mind is Coastal 
Habitat for Humanity's "A Brush with Kindness".  I don't know if you'd 
qualify, but look into it www.coastalhabitat.org.  Habitat requires you 
to put sweat equity into the project.  Their services are free.

There are many different loans out there.  If you have credit issues, 
you may not qualify for a conventional loan though.  If you have a 
mortgage on the house, I would consider a refinance into a Rehab 
mortgage which would allow you to make all repairs with one loan.  
NJHMFA has one http://www.state.nj.us/dca/hmfa/consu/owners/refin/  So 
does Countrywide.  The VP of that department is Jim Ragan 
[EMAIL PROTECTED]   His office is local.  I think it's off of 
Rt 35 in Wall.  

If you're over 62, you could take a reverse mortgage to pay for the 
repairs.  

NJ Citizen Action has a home improvement counseling service.  I don't 
know how good it is at this point, but they certainly might have 
resources they could share with you www.njcitizenaction.org
