Bad planning is right. Forget about the small cost, $15. Instead, think about 
the absurdity that I'll pay to park and my neighbor 2 houses away won't have 
to. Ridiculous. 
Also, just using the 200 block of 1st Ave as an example, it's outrageous that 
lines were painted without making any effort to fix a badly damaged street. 
They painted lines over potholes. Not only that, but the drainage on the north 
side of my street simply doesn't work. It never has in the 6 years that I've 
lived here. Why not fix all that first, considering that we have a few months 
to go before the summer?
