Perhaps AP is a bit flag challenged. Last Thurs, all state buildings were 
required to lower their flags to half mast to honor the passing of Clarence 
Clemens. It took lot's of angry phone calls to city hall to get them to do this 
simple task, which they didn't complete until 5:45 pm.
