A new walkway could just be built on the existing supports. They wouldn't need reinforcing since they are constructed of reinforced concrete (reinforced with rebar). I believe the resurfacing that took place was for cosmetic reasons (this is frequently done, i.e. on highway overpasses), but the supports were never incapable of holding a structure. The walkway paths were taken down by Asbury Partners years ago (also off the Sunset Avenue Pavilion) but the supports remain.
The simple way to explain the process: the walkways would be rebuilt with scaffolding being erected, formwork constructed, then rebar laid and concrete poured in place of the formwork. That was the method used for a section of walkway rebuilt by MM on Ocean Avenue, leading to the Supper Club.
