It looks like you have an encoding problem.
Make sure your locale (or more specify LC_CTYPE, use the "locale" to find
out) is set to a UTF-8 encoding for example (en_US.UTF-8) or
alternatively specify --encoding on the command line:
aspell dump master arabic --encoding=utf-8
