So, it is set to utf-8 , and even with running the command:
$ aspell dump master arabic --encoding=utf-8
I get the same old result with the non-arabic characters.
So is the issue, invalid utf-8 characters or non-arabic characters?
The file you send me looks like complete garbage with lot's of "?" in it.
Is that what you are seeing?
Also what version of Aspell are you using.
