Um, no they are not.  Not in any sense of the word.  Numbers, you can add.
Try adding 'a'+'b' and coming up with a meaningful result.

Numbers are used to represent quantities which are -- usually --
subdivisible.  For example, gallons, inches, ...

Characters are nothing of the sort, although they are necessarily
represented as numbers in the computer.  You can't have 'b.5' (b-and-a-half).
