First step in a software project is requirements analysis. What features 
should your job portal have? Name them and from there start the design of 
your application. You may even want to consider to build you application on 
top of a portal application like Rainbow or DotNetNuke. This helps you 
concentrate on the job part instead of having to deal with all the standard 
stuff that every website needs.
