sounds like it isn't finding the file.  are you sure the path is correct?

The file is this:

  font-family: Arial Unicode MS, Palatino Linotype, Lucida Sans
Unicode, Helvetica, Verdana, Geneva, sans-serif;
}

yet it is not picking up the font.  If I code 
style="font-family:Arial Unicode MS, Palatino Linotype, Lucida Sans
Unicode, Helvetica, Verdana, Geneva, sans-serif;"
inside body or an individual html node, then it works.  
I dont understand.
