That seems to be quite intuitive and imagination running wild. But you left out the next para. Here it is:

By now the state should well know the totally uncivilized way many members of these forces behave. And when these forces are from outside the state, they have problems in understanding the language, the local cultures, and also identifying who is innocent and who is not.

The GOA knows quite well what happens when they seek Central forces. One would have expected that they would have learnt this a long time ago with the murder of Ranjit Borpujari.
 
So, the question is why can't the GOA manage to manage the ULFA problem on its own? They do request (and get it too) heavy Central Funds to combat insurgency evey year. So, why are they also requesting Central Forces?
 
Take a wild guess, C'da.

It is the fault of the damned Assam people! Why did they support ULFA?  Had they not, India won't send the military to hunt your people down like game animals, would they?  And WHO do you think runs your damned Assam govt.? Is it not your own people?  So stop blaming the innocent victims--the Indian Govt., who were drawn into this only because of you people!

I agree with you that justice in most of these cases is usually not there or delayed (and thus denied).
 
This is where all concerned in Assam should protest loud and clear to the district, State, and Central Govt. Why aren't the elected State officials shouting at the Center. Tomorrow (Saturday), Sonia is paying a vistit to Assam. Are the Assamese going to protest and let her know the ground realities?

Militants also bear a lot of responsibility in situations like this. If they want to take on the Indian forces, thats up to them. But they should not take shelter amidst people who cannot say no to the militants nor can they say no to the army. Militans profess that they have Assamese interests in their hearts, then why are they putting these villages into jeopardy.
 
Again, in this particular instance, this may not have been the case, but the army is probably aware that militants hide among the innocent, and treat (in their thick skulls) everyone as militants.
 
I tend to blame both the security forces and the militants for tradegies like these. Neither seem to care for the innocent. I understand that Mahanta (the person who was killed) leaves behind a wife and two young children.
Will the State/Cent. Govts just pay compensation to make up for their huge loss? Will the ULFA care to donate a few lakhs to this poor family?
 
I doubt either will happen. This family, like others, will just become another expendable pawn in this
cat & mouse political game between the insurgents and the GOI/GOA.

Ramda, I hope this could be the case but we have not heard anything about:

1. The Haryana Police people responsible for killing two Bodo youths brought to justice.

2. The BSF people responsible for Kamakhya incident brought to justice

and the list goes on...

How many Army people were brought to justice (forget 'swiftly') since the numerous killings and rapes from the Bajrang and Rhino days?
