One Central govt. branch has been grossly derelict in its duty--namely, in
delivering mail, in a timely manner.

Another branch, which would effect the lives of dozens of aspiring
students, did not receive the mail and showed NO consideration, thereby
probably impacted the aspiring students' futures dramatically.

*** Here lies the responsibilitry of the Central Govt., which has cornered
all the authorities, but have, once again demonstrated that it cannot live
upto to
its responsibilities.

Under the circumstances, would it NOT be fair for the Central Govt. to be
held liable for damages? Not merely compensatory, but punitive too?

*** But we know, more than likely any such law-suit would go nowhere. It
probably won't be heard for thirty years, as is the state of conflict
resolution in Indian democracy. Authority yes, but responsibility no.
