Is there any research on how much of resources the
heartland of India has "stolen" from the North East
versus how much of funds have poured in? 

I understand much of Assam's oil has been taken at
very low prices. But I find the same lines being
repeated elsewhere in the NE. Exactly how much has
been taken versus pumped? The tribes do not pay income
tax and while I hope someone could illuminate on how
much revenue is generated, my feeling is it would be
very little. And that too, after pumping in
investments year after year to the point of
indulgence. 

And finally, when states like Bengal (now) move and
get funds from the private sector (electricity) and
World Bank or ADB (Infrastructure) and put it to good
use, what kind of control to the babus in Delhi have
that cannot be overcome by state governments?
