But will it make any sense to the ULFA leaders who do not believe in democracy and to whom Assam is not even a part of India? How long will the majority in Assam without guns tolerate the the small band with guns?

[In a clear message to ultras, Prime Minister Manmohan Singh today declared that power in India flows from the ballot box and not the barrel of a gun and asserted there was no issue or grievance that was intractable.
"In the final analysis, power in India can only flow from the ballot box, never from the barrel of a gun," he told the Diamond Jubilee celebration of 'The Shill! ong Times' here.

Singh, who is on a three-day visit to the North East, said "there is no issue, no grievance that is so intractable that it cannot be resolved through a patient, constructive dialogue, free from pre-condition".

The Prime Minister said "This is the only possible way forward. Our democratic system is open enough, resilient enough and flexible enough to welcome the participation of all shades of opinion". ]
