Barua,

Infrastructure is one of the most important things to
consider. Rail links between different  cities is also
a good idea. 

If I am not mistaken, rails are probably cheaper in
the long run (and there may be existing lines, right
of way, etc to be converted to broad gauge).

There are other alternatives, like good highways so
big trucks can take advantage of. 

My feeling is commerce and profits increase the
potential for setting up any infrastructure. So if
Guwahati remains the only big city in Assam, all roads
from outside will lead only to Guwahati, and places
like Dibrigarh or Jorhat are not given that much
importance. 

I know Guwahati has spread out and outgrown itself
over the past few decades. Unwieldy, but it is a large
busness center. What about Jorhat and Dibrugarh, have
they also grown?
