I don't know where you got the info that the Indian Govt lobbied the US (not saying its unfathomable)? To some these are terrorists, to others, they are freedom fighters. Well, to the US ( and its interests) they are terrorists. The State Dept. Website, gives a good explanation of each entry on the list. And there was a common thread - each on the list was using violence, hatred for some people, extorting money to buy arms & ammo, and killing many innocents. In the case of ULFA, they also had these 'external help' . Take a wild guess who the externals were.
