It could as part of some kind of barter - but only if India could be an 
effective force against some Islamic or other terrorist outfit that is 
orthogonal to US interests. As of now, India has precious little to offer in 
the so called war against terrorism...in the same sense as Pakistan has had a 
lot to offer (voluntarily and involuntarily). So, I don't see that happening in 
the near future...

agree to a quid pro quo arrangement in terms of "my
terrorist is your terrorist too" (and the US Congress
