Hi KJD;
Your assumption might be correct to some extent but that is
inconclusive as the system is not the only reason for people doing
corrupt practices. There is risk as well as the feeling of comfort
(while doing corruption) involved along with various other factors.
While you said about same set of people, I would like to assert that
it may not be the case always. I have seen indians who are corrupt
even do in US, It is the system (rules and their enforcement) which
could act only as deterent , and it would not be enough to abolish
corruption. To get rid of it, both the system and sense of morality
should go hand in hand.
