My reasons:

Bihar needs other things first - an IIT needs some kind of terra firma
first. Bihar doen't have one.

Imagine an IIT, where

students could get kidnapped, and murdered
Bihari Phds (from some Bihar Inst. of Tech) demanding 'teaching 
rights' or quotas to teach the students.
Bihar bandh every other day
No educational environment.
Maybe they will even burn the damm IIT down if they get upset with a
Laloo or Devi. Who knows what they think?  :-) :-):-)

No, no C'da I am just saying that Bihar with its multitudes of problems, like 
rural elecrification, primary education (not IITs). poverty,
corruption, law & order, etc etc.

BTW: What does an IIT do for a state in doldrums? Does it help in
development, or growth. Or does it ensure Biharis get an IIT
education?

PS: A Bihar Univ. prof came al the way to Guwahati to meet my father
(he was luckly out of town) so that some students of the prestigious
Bihar Univ could get better marks. he came armed with several cans of
rosogullas, and other sweets.
Having no compunction or qualms, I told him my father was out and
promptly confiscated the goodies. Is that corruption? My defence, I
was young & restless.
But I never related this to my father, for fear of dire consequences.
