I did not say " India should turn everything over to the private sector".But the Govt.can privatize non-essential functions and reduce the size of the government.The answer does not lie in having more rules and larger bureaucracies; but a more transparent and responsive system.In the case of competitive private enterprise,it is in the interest of the private operator to provide greater customer service---it is only in a monopoly,Govt. in particular,where these interests are divergent.
