In fact the Indian govt. systems were and continues to be reeling
under myriads of regulations and laws.

The regulations empower bureaucrats and clerks and peons to exercise
control and thus give rise to more and more corruption. Too many laws
that do not get enforced or cannot be enforced breed contempt for
them, in addition to making people more and more cynical, and
ultimately for people to give up altogether as is the case in India
today.
