While I was an employee in Assam Oil Company at Digboi as far as I knew, the find of oil reserves was a closely guarded secret. If the geologists were of the opinion that there was no commercially viable reserve, the Company  would sell out at a profit and bundle off to distant shores. Do the Government of India also intend to extract the last drop of oil from Assam's soil and then  move elsewhere?
 
In India oil, in fact all minerals are a subject of the Union List. Do the States in the USA control minerals as a State 'subect' ?
 
It is known that Assam has abundance of natural resources. One wealth, the timber industry is in ruins as a result of the mushroomed plywood industry. Other resources are also dwindling. Still we remain hopeful.
 
Had Assam been sovereign the question of a cess on coal, oil,  etc would not have arisen.Our netters still believe that the ULFA, though debilitated, has  some bargaining strength left. It is being asserted by sporadic incidents of insurgency. So far concessions in the garb of autonomy have not proved much success. Why not ask the Union to transfer minerals from the Union List to the State List? This might appeal to some other States as well and thus usher in a golden era of Constituional reform of which there is some talk.
