Dear Mridul:
That is exactly right. Knowing the economics, I think the best bet for Assam will be to get a fat royalty without doing anything. I think if we can get 12.5% that will be great. However very few will realise how good fruit that will be for Assam to get without doing anything.  Normally people think that oil comapny means rich and cruel and evil, and it is our duty to extract as much as we can. However, running an oil company is no fun. Due to labour problems, now a days what OIL is doing is sub contracting all jobs which were done by OIL personal direclty before like: Drilling, Workover etc. In fact, OIL is fast becoming like the ASTD, just a cordinating company directing  others to do the actual work.
Regarding laziness, OIL is getting there after nationailisation. I remember going to office early morning at 5.30 am, a timing started by the British. Now a days I find they donot start till 8 am. Compared to that ASEB, PWD s are still  like havens. One goes to office at 10 am (note local time is already 12 noon) and work till 2 or 3 at most by which time the kharkhwa beli in Assam goes down in winter.

Chan Da,

The truth is Assamese working in public/private sectors have to hide their lazy tag behind on seeing the batton. Otherwise, its the same old story. Some of my friends left oil failing to do that in search of lazier patches like ASEB, Irrigation deptt. etc. :-) In regard to asking for royalty, it is always better to enjoy the fruits instead of uprooting the tree and try to shift it to one's own land.:-)

Mridul
