Umtru and Umiam are rivulets.  The lakes are the artificial lakes created after the dams were built across the rivers. 
 
NO they do not use dredgers.  The sand is lifted from the river beds unto the boats by "pans" as the river is somewhat shallow and brought to the shore where they are loaded on to trucks to be carted off to construction sites or hollow-cement-block making factories.  The river sand is particularly good for this purpose, unlike hill sand.

Are they using a dredger then? I should have known but I don't, sorry, but aren't  Umtru-Umium two joint lakes in Meghalaya?
