But seriously, is this eruption of truisms a part of Plan B :-)?

I mean since the jury is still out on NHRC's discoveries as irrefutable proof of course-correction of desi-demokrasy or the road to reforms of desi-governance, are we now preaching  'Rome was not built in a day' patience :-)?



 If you look at the charter for NHRC, they have certain tasks. They are working according to the charter. It will be upto the others to follow up. For example, GOA now needs to clean up the police department (prisons) to make them more alert.


*** No explanations required. I did NOT accuse NHRC of dereliction of duty. Nor did I devalue it as a toothless tiger, even though it could very well be so, as your argument might lead to if pursued. NHRC could do its part, pronounce a problem ( as if they are deep dark secrets, heretofore unknown to the world), officially, and like a Ganga snan ( a dip-in-the Ganga), all sins will be washed off desi-govrnance, in due time, if not instantly. After all, one could always wave to the world: Look we have an independent NHRC and an NWC. Imagine Saudi Arabia or ( sorry- Pakistan and B'desh both have them)  Nepal or the Sudan or Upper Volta or China having them!


On another topic, what do you think of the recent encroachment on states' rights when the US federal court ruled on Marijuana?

*** It is a complex one, and I did not follow it closely enough to offer an educated opinion. My first reaction was that anything Scalia or Thomas are advocates of could be suspects as far as the progressive national good is concerned :-). There must be something in the subtext of the story that I missed. But I do believe that it was a regressive verdict on the part of the SC and it could have some serious repercussions down the road.
Funny the States' Rights advocates of the right were running helter-skelter from the verdict. There was a great cartoon , I forget from where, that showed Scalia all tongue-tied and discombobulated about what the meaning of States' Rights was :-).

NHRC is the result of an act passed by Loksabha. Chapter III in NHRC website says the following:

FUNCTIONS AND POWERS OF THE COMMISSION
12. Functions of the Commission
The Commission shall perform all or any of the following functions, namely :
(a) inquire, suo motu or on a petition presented to it by a victim or any person on his behalf, into complaint of
(i) violation of human rights or abetment thereof or
(ii) negligence in the prevention of such violation,
by a public servant;
(b) intervene in any proceeding involving any allegation of violation of human rights pending before a court with the approval of such court;
(c) visit, under intimation to the State Government, any jail or any other institution under the control of the State Government, where persons are detained or lodged for purposes of treatment, reformation or protection to study the living conditions of the inmates and make recommendations thereon;
(d) review the safeguards provided by or under the Constitution or any law for the time being in force for the protection of human rights and recommend measures for their effective implementation;
(e) review the factors, including acts of terrorism that inhibit the enjoyment of human rights and recommend appropriate remedial measures;
(f) study treaties and other international instruments on human rights and make recommendations for their effective implementation;
(g) undertake and promote resea! rch in the field of human rights;
(h) spread human rights literacy among various sections of society and promote awareness of the safeguards available for the protection of these rights through publications, the media, seminars and other available means;
(i) encourage the efforts of non-governmental organisations and institutions working in the field of human rights;
(j) such other functions as it may consider necessary for the protection of human rights.

is a legally chartered, govt. body, not an NGO.

There are dozens of cases cited.

Many on custodial deaths and encounter killings, but sy urprisingly
NONE from Assam or the NE. Obviously such things don't happen there
