Who can check men in uniform?

GUWAHATI, June 30 The recent unruly behaviour by Central Reserve Police Force (CRPF) personnel in the Guwahati Railway station once again brought into sharp focus the harassment of the Railway staff and the passengers by the men in uniform as this was not the first instance of personnel of the forces creating disturbance on the trains. The driver and assistant driver of the Tinsukia-bound Inter City Express were roughed up by the CRPF personnel, who demanded that the train be stopped to enable their colleagues to board the train and because of the incident, the train was delayed by more than two and half hours, much to the harassment of the travelling public. This incident came to light only because the train was abnormally delayed, but incidents of men in uniform boarding the reserved compartments leading to the harassment of the genuine pass! engers having proper reservation, is a common phenomenon and the railway authorities can do very little to stop such a menace.
Movement of security forces by trains is a common feature in the north-eastern region of the country and when a battalion or a company of the security forces move together from one place to other, the matter is dealt by a cell in the Railway Board which issues orders to the Zonal Railways to take necessary steps and for that the Railways place a special train or parts of a regular train for such movements. But the problem occurs when small groups of security men travel on trains either on duty or on leave as they often break the laws and board reserved compartments with their heavy luggage.
The normal practice is that the personnel of the security forces have to get warrant books signed by their company commanders and the same is exchanged for tickets at the Railway reservation counters. Certain trains have berths earmarked for the security p! ersonnel and when these are exhausted, the force personnel would have to travel in unreserved compartments after getting their tickets. But they frequently violate the law and board the reserved compartments without proper reservation.
As per law, the Railway authorities should evict all the unauthorised people from the reserved compartments, but in the case of security personnel this is not done. Commenting on the issue, Railway sources said that it is impossible for a TT to evict the armed personnel of the security forces from any compartment and for that the officials concerned of the forces would have to play a major role. The officers should also check the seats available in each train before issuing the warrants.
As the Guwahati Railway station is the worst sufferer in this regard, the senior officials of the Central forces including the Army and the para-military forces should keep a close watch on the movement of the personnel so that they do not board the rese! rved compartments without valid documents, sources added.
