Kuki rights body alleges NSCN(IM) harassment, moves PM
From Sobhpati Samom
IMPHAL, July 3 The Kuki Movement for Human Rights has sought the intervention of Prime Minister Dr Manmohan Singh to stop illegal tax collection, killing of domestic animals and threatening of villagers in Tamenglong district by NSCN(IM) cadres.
The chairman of the Kuki body in a letter to Dr Singh complained of continued imposition of tax and violation of the ceasefire ground rules by the NSCN(IM) despite the matter being brought to the notice of the Prime Minister time and again. Enclosing photo-copies of the receipt vouchers of the tax collected by NSCN(IM), the human rights body alleged that although the general secretary of the Naga rebel outfit Thuingaleng Muivah always accused the security forces of violating the ceasefire ground rules agreed upon with the Government of India, it is his cadres who keep collecting taxes illegally from the people of Tamenglong district at gun-point.
One of the enclosed receipt vouchers signed by one S/Major Johny, Operation Goodwill Commander read, Received with thanks a sum of Rs 2720 only from Longphailun on account of ration tax and house tax for the year 2005. The receipt voucher which has the impression of a round seal with Nagalim for Christ inscribed around with the Government of the People Republic of Nagalim inside with the logo of the outfit, was signed on June 5,2005. Similarly another receipt voucher signed by tax collector Captain Lovejoy, NP Battalion, Naga Army, NSCN(IM) dated May 25 notified all chairmen and secretaries concerned to submit the ration tax collection amounting to Rs 120 per house without fail by May 28.
These taxes are being forcibly imposed and collected from the people of Tamenglong district who are on the verge of starvation following the large-scale destruction of food crop! s due to rodent menace, the rights body chairman charged. The Kukis are also not happy about the shooting down of pigs reared by the Kuki villagers at random, he said and added, they even threatened the villagers not to demand any payment for the killings.
