I was expecting such a goof up by UK police's shoot to kill orders for any suspect of terrorism - esp if he (mainly males) is a brownskinned person. They killed a Brazilian after chasing him into a train car and shooting him 5times in the head. Makes me sorry for the poor guy who panicked. One of my very good friends at Harvard is from Brazil - went back just on June 30th - and he used to tell about the drug running gangs in Sao Poalo in Brazil - its largest city with 22  million people  and capital. These gangs divded the city into areas of influence and even children had difficuty in crossing the unoffial borders to go to school in neighboring areas.
 
I guess people in such areas are much more suspicious of plain clothed police . Even in Kashmr 36 Sikhs were killed by Islamic militants just the day before US President Bill Clinton arrived in Delhi in March 2000. They too were dressed to resemble Indiansoldiers or policeman - so how can a guy trust plainclothesmen. Anyone can come up with a fake ID and later kill.
 
 
My own reaction to any such police checks -- mostly while I used to drive my fast Red and Chrome bikes - Yamaha RXG (then fastest in India) or the bulky and powerful Royal enfield Bullet Machismo --- I always stopped when anyone motioned me to. . Even if I did not have the proper documents or helmet. Near police check posts I was especially careful not to drive fast or stare at them either.  Too many cases are reported in India about innocent - though tough looking guys .Even when I went to report the theft of my yAMAHA while riding my new Bullet bike -- I was careful to use a gentle mein and slow deliberate movements.
 
I find the danger is not greater in US or UK than it was in India for a tough looking guys. While people here maybe more alrmed by brown skinned folks - but perhaps the police is less trigger happy.
