In this case the circumference is 2147483648 steps. So 4095 steps isn't going to get me very far. Unless you would want to move 2147479552 (or more) steps backward. Anyway; it seems everybody agrees on the fact that the base+index allows you to designate the starting point of an addressable window of 4096 bytes on a circular array of 2^31 bytes. The offset allows you to address any byte within that window. And yes: it is possible to set up a combination of USINGs and register contents that allow you to assemble the instruction...
