No, ASMPUT is essentially dead.

The (non-IBM) Windows tools that had been used to create ASMPUT ceased being 
supported and then ceased being licensable, so it could no longer be supported, 
which was announced in APAR PI81310.  We did try to port it to a different set 
of tools but soon found it taking a disproportionate amount of effort so that 
was cancelled.

It still works to a very limited extent on Windows.  To install it you must 
rename the downloaded install file type to .ZIP before attempting to install.  
Some function is lost when running in Windows compatibility mode.  The ADATA 
files it expects need to be generated in HLASM 1.4 format, which requires the 
use of a special ADATA exit.
