Again, not being a perl expert, I've looked at the MatchIP sub.

I don't see anywhere that it is comparing what's about to be written
to the log with noLogRE.

To be fair, I haven't figured out what the mlog sub is doing with the
comparision.

What I do know is that with Ip matching logging on and
allowAdminConnectionsFrom in my noLogRE, I still get logs of my admin
sessions and page reloads in the logs...
