The first three entries in my PATH are:

C:\Perl\site\bin;C:\Perl\bin;C:\WINDOWS\system32;

The version in my C:\Windows\System32 is 1.0.0.1. The version in 
C:\Perl\bin was 0.9.8.7.

I tried rebooting just to ensure an old version wasn't still in 
memory, with no difference.

I am not using SSL in my ASSP configuration, incidentally.
