Yes, Email::Outlook::Message is installed in c:\perl\site\lib

When a user sends in a spam/not-spam report, they are almost always using
Outlook and forwarding the original message as an attachment to preserve
headers.

If I look at the error-spam error-nospam corpus, the messages look good
with the header and all, so I'm assuming that Email::Outlook::Message is
working correctly.   If I analyze the messages from the corpus using the
GUI, all is fine.  It's just the notification email that's sent to me
that's missing all useful detail except for the reporter's name.
