Training only occurs if you and/or your users report the mail which is 
incorrectly flagged.  When you get mail which is spam and isn't flagged, 
report it.  When you get mail which isn't spam but is flagged report 
it.  That allows the spam db to be corrected and truly reflect what YOU 
define as spam.  Without reporting the Bayesian filters are effectively 
useless.  That doesn't prevent the spamdb from being created and updated, 
it only prevents it from being accurate.  Initially the only non-spam mail 
you have for comparison is the mail you send out, and that is normally much 
lower in volume than inbound.

If you have any volume of mail you should find the spam/ham errors will 
stabilize in a few days or weeks depending on your volume and reporting 
diligence, and once it does, that's when you go live and turn off the 
testmode.  The effective use of client filters to identify and separate the 
pre-flagged spam should make the training period a great improvement over 
what you have now and as users see the error level drop they'll understand 
the importance of reporting accurately.

You should also verify your Bayesian confidence setting.  I believe it 
defaults to 0.8 which will flag most everything coming in.
