I don't think CVS (or SVN) plays much of a role here. 

Having it on sf.net is generally a good thing. If new releases had been
announced on freshmeat, that would reflect an active project as well.
The page http://freshmeat.net/projects/assp/ has not been updated for
over 2 years.

I guess a facelift of assp.sf.net would also have benefited the project.
At least when we have the new updated documentation ready.

Assp has yet to reach the big user base masses. I guess as SA started
out (and exists as) as an end user app it had a much broader user base
and word of mouth (+mail) has made it very popular. 

As assp is (and have always been) a server only approach the user base
have always been limited to mail administrators. It has never been a
program for end users like SA.

In addition the documentation is an important factor here. It seems that
the documentation project that we're seeing now might be just what assp
needs right now.
