I'm not sure all that is needed. I think what would be very useful and not too complicated to implement would be user specific whitelists, rather than one global whitelist. Although this may cause some changes to the rebuildspamdb.pl to have it parse \whitelists\username-whitelist.txt*, rather than one big file, I think in the end it would be beneficial. Obviously the administrator would still have the option of having the global whitedomains.txt and perhaps a global whitelist as exists now.
In a small environment, this is probably way more than what is needed, but in a large environment with a lot of less than sharp users, it would be really useful.
