Yes, essentially the redlist does nothing other than disallowing the redlisted address from adding to the whitelist and notspam corpus. I'm pretty sure that it only affects the auto whitelisting/notspam that occurs on outgoing mail - those same addresses should be able to manually add to the whitelist and send notspam reports in (I haven't tested this part and I'm sure someone will correct me if this is wrong). I use it to list all my users who either a) have their mail auto-forwarded to an external address or b) regularly do stupid things like reply to spammers or c) otherwise send/forward outgoing messages that contain spam (typically as an example, along with a "why did I get THIS?" query. We don't tolerate spammers, as you might imagine). If the redlist didn't keep those posts from getting automatically included in the whitelist and notspam corpus, you'd quickly find that both would be polluted with spammers/spam.
