Well ASSP doesn't actually relay mail as it is not an MTA it is an SMTP Proxy. It hands mail off to your MTA (sendmail? Qmail? Exchange?). I would suspect a misconfiguration on your MTA is what is preventing non-local email relaying. To what MTA are you having ASSP hand off e-mail?
