The no processing ip list was the list of defaults that came with the 
package.  I removed them and put in 10.|169.254.|172.16.|192.168.

It still isn't working for this 1 user.  It's really strange that there 
is no match being logged for the no processing.  Maybe I'll try turning 
debugging on after hours and see if i can catch what's happening.  Entry 
below:
