Yes, mailservers that forward mails should use SRS to rewrite the sender address in order not to break SPF for next-in-line receiving mailservers. If a mail is forwarded using the original envelope-sender and the domain of that sender is spf-protected the mail would get rejected by a receiving mailserver checking SPF because the forwarding mailserver isn't a valid mailserver for that domain...
