I've been analysing the spam that has got through greylisting over the last few weeks and noticed a big proportion is resent after exactly ten minutes.
I've seen none is retried before that, and the rest vary from 17 min to several hours. (I don't know if the spam engines respond to the 451 message - I guess they just do a resend of the whole run.)
