'RelayOnlyLocalDomains' is not checked in the resend-mail function.
If a regular user requests a resend of an email, assp takes care to do the
right things.
If email admins are using the resend-mail function, they have to take care
to do the right thing. The same applies, if an .eml is copied manually (or
by external script) in to the resendmail folder.

and/or to) are parsed - in this case YOU have to take care for the

ASSP 2.5.5 (17073) on Ubuntu 12.04.5 LTS
When there are false-positive mails, I copy the files to resendmail folder
to let the mail deliver to the recipient.
Now I noticed that ASSP forwards mails from foreign senders to our relay
host, when there are external recipients in TO, CC or BCC. This occurs
although the option RelayOnlyLocalDomains is set and the local domains are
entered.
