Sounds like a cPanel config issue not ASSP.

Edit the dns zone for each domain & make sure it is set to local at the
bottom.

If that isn't it then you need to ask in the cPanel forums because it
sounds like you've replaced the local delivery options in the exim config
rather than adding the smart host.
