We easily handle a dozen T1s on a single Telephony Server 5000 running Class 5 services. That's not the issue.
If the client is in a modern office building it will be a far happier experience for him to run modern wiring compared to the nightmares he will have, in our opinion, with channel banks. Then a couple of Lintel servers running a redundent dial plan will easily do his job.
