Well, no, I take that back. You certainly can order a DS1 or a DS3. For one, many providers will happily sell you something that is productised and billed as a "DS3," which is "ordering a DS3" enough. For another, arrangements arise in the world of fiber transport with frequency in which you "order" a DS3--for instance--of allocated/channelised bandwidth on some sort of ILEC interoffice or private fiber transport ring where your handoff from it is something other than a DS3. In this case, you are ordering a subrate TDM channel of a certain size to be carved out for you as part of some sort of managed transport service.
