That guy just tried to signup using a fraudulent paypal account.. paypal Can't do anything about it.. it's called fishing, where dumb end users get an email that looks from paypal, asking them to login and they grab the user/pass Paypal/ebay is now only to server end-users , not merchants. So they will freeze all assets, anytime you get 2 consecutive fraud attempts.. and they always come in pairs.. in fact 9 of the 10 payments gotten are fraud here.. In fact, not to be racist here, BUT i would block anything not in north american.. not only they are 99.5% fraud.. they also the reason your adsense accounts will get banned , if you have any. Then we send the information to that company for the credit card processing.
