To answer my own question, CounterPath have made the somewhat questionable decision to only provide provisioning via HTTP/HTTPS to it's non-retail customers - i.e. if you buy a minimum of hundreds of licences. I now somewhat remember being considerably irritated by this some time ago. CounterPath would not respond to my questions as to why this feature had been removed for retail customers.
